Scrutiny bodies are now taking a coordinated approach to audit and inspection, based on a shared assessment of key risks. Reports are produced accordingly. These highlight progress made and areas for improvement.

Some progress has been made in improving strategic leadership. The council also shows awareness of the need to strengthen working arrangements, and councillors and officers need to address this as a priority. The council needs to continue to improve, and up the pace of change to avoid the risk of deterioration under the pressure of
the tough financial climate.
